National Contact Points for Horizon Europe

The network of National Contact Points (NCPs) for Horizon Europe is the main structure to provide guidance, practical information and assistance on all aspects of participation in Horizon Europe. NCPs give personalised support on the spot and in applicants' own languages.

Horizon Europe National Contact Points (NCPs) are individuals or teams appointed by their respective countries to provide guidance, support, and information to potential applicants, researchers, and organizations participating in the Horizon Europe program.

The NCP systems can vary from one country to another from highly centralised to decentralised networks, and a number of very different actors, from ministries to universities, research centres and special agencies to private consulting companies.

NCPs are established in the EU Member States but also in many non-EU and non-associated countries ("third countries").

NCP Services

In general, the following basic services are available in accordance with the NCP Guiding Principles agreed by all countries:

  • Guidance on choosing relevant Horizon Europe topics and types of action
  • Advice on administrative procedures and contractual issues
  • Training and assistance on proposal writing
  • Distribution of documentation (forms, guidelines, manuals etc.)
  • Assistance in partner search

As the NCPs are national structures, the type and level of services offered may differ from country to country.

NEB Research and Innovation (R&I) National Contact Points

Horizon Europe programme is implemented by the European Commission assisted by Programme Committees. Discussions on strategic planning and on ensuring links to nationally funded activities are an essential part of their work. Another core task is to provide opinions on the Work Programmes.

The New European Bauhaus Facility is managed by the Strategic Configuration by the Strategic Configuration Programme Committee. After adoption of the NEB Facility in March 2024, it decided to establish a new National Contact Points configuration dedicated to support NEB Facility’s R&I component.
