Europe's housing crisis is still met mainly with new construction, yet costs, carbon limits, land scarcity and capacity gaps make this insufficient. Meanwhile, towns hold vast underused buildings and spaces.

This NEB satellite event reframes the debate from building more to transforming what exists. The panel explores barriers and enablers for the better use, retrofit and reuse of buildings and spaces, shifting focus from units delivered to outcomes such as affordability, liveability, beauty and sustainability.
