Dr Andrej Horvat is an economist specialising in transformation processes, good governance, public administration reforms, local development policy, and EU integration. He holds a PhD from the Vienna University of Economics and Business and spent over a decade in managerial roles within the Slovenian government. Following consultancy work for various governments including Turkey, Jordan, Macedonia, Albania and Serbia, he joined the U-LEAD with Europe programme in Ukraine in 2017. As GIZ Deputy Programme Director, he leads local reconstruction and sustainable development initiatives, focusing on regional development and Ukraine’s EU accession.
