NEB Lab: Regulatory analysis and experimentation

This Commission-led NEB Lab project analyses how the European, national, regional or local regulatory framework can support the development of projects conforming to the New European Bauhaus values.

The pilot project focuses on the built environment and construction ecosystem. Based on the outcome of this pilot project, other sectors, such as energy-intensive industries, mobility, proximity and social economy, cultural and creative industries, tourism, or textiles, will follow. 

The Regulatory Analysis project aims to map regulatory barriers and opportunities to foster the exchange of experience, ideas, and good practices between practitioners and legislators and inform the evolution of legislation.

The New European Bauhaus community developed two surveys to identify and map practitioners' challenges and opportunities with local to EU legislation in the built environment and construction sector.

The first survey collects experiences from practitioners where legislation either hindered or helped to transform the built environment to become more sustainable, inclusive, and beautiful.

The second survey collects studies, policy, and scientific papers analyzing regulatory challenges and opportunities. 

Project milestones

  • 7 April - 30 June 2022: Survey open for contributions
  • 28 April 2022: Info session on the survey
  • June 2022: Discussion and first stock-taking of Regulatory Analysis at the New European Bauhaus Festival
  • July - September: First screening and evaluation of survey results to map and identify regulatory challenges in preparation for workshops 
  • Autumn 2022: Participatory in-depth workshops on selected regulatory challenges
  • From 30 November 2022 onwards: Screening of new survey contributions and project evaluation 

Participation in the project

Architects, engineers, urban planners, designers, public servants, companies, and citizens are invited to share their experience with the built environment and construction sector regulations.
